MSF 5000 Programming

Can a MSF 5000 Rpt be programmed with the RSS software only?

The MSF has two different types of command trays one is a cxbXXXX and the other station tray began with CLBxxxx
The CXB tray programs with RSS and a rib box the CLB is a e-prom that required an 1801(?) programmer that stored the basic programming information.
