CDM/HT Software Too Far Outdated To Read A Newer Codeplug?

I have the 06.04.00 software and I just went to read a radio that had been reprogrammed using the newest CPS. When I went to read the radio an error box came up stating that this software doesnt support the model and something about unable to read the codeplug. Is it possible for the software to get so outdated that its not able to read a codeplug created by newer CPS?
