UHF Spectra - Radio Inhibit

Ok, so I'm working with a D44 bitbanged from Range 2 to Range 3...
I put my codeplug into the radio, except instead of doing a "Self Check" the screen sits on "PROGRAM". Punching the power button results in a FL 01/82, which I know is either a Reprogram of the EEPROM or to check/replace J501/502 or U502. Reading/Writing back to the radio during this FL 01/82 results in a warning message in RSS saying the radio is inhibited and that a re-program will un-inhibit the radio.
So what do I do now? The only change between the codeplug on the radio, and the codeplug I pulled from it, was that one had zones and the other didn't. Yes I am running MLM6.16
Just so I'm clear, this is the order I did things in.
Open Codeplug
Edited my zones and a few modes
Hit F8 for Program Radio
No Self Check but "PROGRAM"
Power on/off
Fail 01/82
Reprogram with same codeplug gives "radio inhibited" message
