On the rick audio path, discriminator audio thru the variable resistor, then 1.5 K resistor to an electrolytic cap, what is the purpose of the 1.5 k reistor?

It prevents you from grounding the opposite radio mic input.

And, in addition(depending on the value of the capacitor), forms a single pole highpass filter. Response will be down 3 dB where Xc = 1.5 kohms.
