Jedi NTN1171A charger faulty - any fixes

I recently acquired a used Jedi NTN1171A fast charger.
When I plug in the power supply, the red comes on very briefly with no battery attached. When I slot in a battery, there is NO LED illuminated. I've tried a known good battery and a completely flat battery. The completely flat battery voltage did increase to around 2-3 volts.
There is voltage across the pins. From left to right there are 4 pins (but pin 3 is just a gap) - pin 1 is +ve , pin 2 -ve and pin 4 -ve.
The voltage between pin 1 and 2 is 7.96v
The voltage between pin 1 and 4 fluctuates between around 4.5 to 10.5v.
I've not looked inside the charger but looking through the gaps in the case, there appears to be some small corrosion on one of the PCB solder pads - maybe from a leaking cap on the other side of the PCB?
Any thoughts on common faults with NTN1171A charger and possible fixes?
