MDC squelch in XTS/XTL series prior to RX tone

I noticed today a frequency using the MDC 1200/1800 option. however after the chirp, mdc tone long, you still get a awful squelch prior to the dpl/reverse burst tone kicking in time to time and if you got a HT model radio forget it your hearing it every end of transmission. What is the cause of that? A setting in the MDC DOS being at 1200/1800 instead of 1800 on the new radios?
