programming zone up and down keys on an A9 head

Hello all,
i'm having a bit of a problem with a Spectra radio and A9 head combination. the radio is set up as a zone radio with 8 zones and 32 modes. i programmed the head to use the #1 key as zone up and the #4 key as zone down. all works well until i try to use the phone mode with scratchpad or keypad dial. all the numbers work fine except the 1 and 4 which elicit a bad key beep. very inconvenient. i have tried all manor of things with no success, is there a way to tell the radio to ignore the zone up and down key function when in the phone mode? no luck searching through these forums using any number of terms. have tried three different code plugs with the same result. i can program the zoneXX keys to work for the 8 zones and things work OK why doesn't it work with up and down? ( changing zone name on first press makes no difference)
any insight would be much appreciated.
radio is T83GXA--A9AK single head, no DEK box, no PA SW ver 6.07
head is a 1063A no kit #
