Standard pass/notch VHF duplexer, looks like it's likely configured for a 600kHz or so split so it's ideal for 2m. Should tune 136-174 but you might have to change the harnessing around depending on what you want it to do.
I wouldn't put more than about 150W through these, though they may be rated to 250...
Value? $400-600 depending on how bad someone wants it. I have the same set of cavities on a VHF amateur repeater, they work well.

From the serial number, I am sure it was purchased new by KYEM for the old system, before they got Quantars. Those were used with 100w Mastr 2 stations, I know the guy that designed the GE system. They might be "rated" for more, but 100w is about all you want to put into a set unless the duty cycle is very light.
