Astro Spectra VHF Fail 001

My radio is broke. I've tried reprogramming it with no luck. VCO positive steering line is up at 9.3 Volts. Negative is about -3.5 Volts. Any suggestions?

Service manual says:
Error Code Description Corrective Action
FAIL 001 Synthesizer Out-of-Lock

1. Reprogram codeplug
2. Replace RF board.
