IMPRES Charger: No Power Up

I just bought a WPLN4121BR charger on eBay and upon receiving it, it did not power up. Looked on the bottom and all six fuses were missing. I took the fuses from my origional charger and stuck them in the charger with no power up and still nothing. Dropped radios in the charger and nothing happens. No fan kicks on, no lights flash, nothing. Any ideas? BTW this is a 3.0v.
