Decoding a 3 digit system ID

I just tried to decode a 3 digit system ID off the batlabs page on creating a system key but cannot work it out correctly. Anyone know what the last 3 bits of the data string are for a system ID of 2D1.

There is no such thing as a three digit system ID, its 02D1. The rest of the info is on that page.

Sure you really want to program your radio onto the GRN? It's a 9600 system, and it will affiliate, and I'm told the current system manager is quite conscientious about hitting the inhibit button on unauthorised radios.

I'm not programming any radio on the GRN, was curious why on RR database the system ID was only 3 digits. I have made system keys in the past and all the IDs were 4 digits.
