Just looking for something basic that allows DTMF turn on/off and gives MCW ID. Needs to be rack-mountable and interface-able to an XPR8300. And cheap.

Any suggestions?

Any simple commercial controller/tone panel should give you that functionality. You should be able to find something on the cheap on the 'bay...
