No, the UCM used in mobile and portable radios is completely different that the DIU encryption cards. The DIU encryption card is unique to the DIU, and not found in any other equipment.

I've never used a 3550R, but I would try and set it for measuring "peak" deviation with the IF bandwidth set between 60 kHz and 100 kHz for the deviation measurements.

Even though the RCH3000 or MC3000 desksets use CAT-5 cable, they're not ethernet devices. All 8 wires on the cable are used, one pair for audio in each direction, and one pair for control data in each direction. So typical ethernet bridges or media converters won't do any good.

The Astro Modems are 9600 bps, so the should work on most voice grade circuits. Are you sure the modem inputs/outputs are wired correctly? I just wiped and re-installed XP one more time, this time not installing SP3 or any other Windows updates, and the problem is still there. I did notice the problem going from the Toughbook to the desktop PC, so it looks like it can occur both ways. I guess it has to be some kind of hardware problem....

140mA is what I measured on the red XTL5000 O5 control head wire, but it was in a squelched/muted or low volume state. As Jim stated, if the audio amp is in the control head, I would expect it to go up to an amp or two at higher volumes.

I think Motorola added that when they made the 403-433 MHz Quantars go down to 380 MHz. I believe tuning the preselector down to 380 makes the screws stick out farther than normal, so that protector was added.

I agree that if you have to run mixed mode, the Astro Modems do simplify things as they allow the analog audio to use the same voice circuits as the digital modem data.
