Heck yeah. Last year a couple groups had on-site repeaters set up, linked to the rest of the DMR-MARC or DCI networks. There are also two local TRBO repeaters in Dayton, one right by Hara, the other across town on the South end of town.

A wall wart typically won't work. You need a filtered, regulated power supply. They aren't all that expensive. 12v and about an amp should do the job for RX only.

STOP!! From the looks of it, this is an early FPP radio, with only Q52 FPP, not Q53. If you program it with CPS13, you will remove all FPP from the radio. You must use CPS R09.00.00 at the latest. This sounds familiar...

I knew a man who used lab tool to *try* and make his HT1250 into an HT1550, but because the EPROM sizes are different, he bricked his radio instead, same symptoms you describe.

Better ask what CPS he was using, and whether or not it was 'official'.
