Try changing the spec. anal. display to 100Mhz/div. It's been a very long time since I've seen a 2660 but I seem to recall that it had an "extended" capability on the spectrum analyzer. When in that "extended" setting, the processor would slow down tremendously.

Is that .800 KHz error across the entire spectrum or does the error change by frequency band (Low band, high band, UHF, 800 MHz)? If it changes by band, the master oscillator could be off slightly. As for the fluctuations, you might be overdriving the receiver. Try adding some attenuation.

You also might want to be sure that the three ribbon connectors are connected properly. Also your problem MIGHT be on the HVPS, there is a circuit that acts as a closed loop in the two supplies that, if bad, can cause your symptom.

If by the Dev measurement you mean in receive mode, look at the rcvr alignment, if you mean generate mode that would be the rf synth or possibly the scope/DVM control board.
