If you want a submersible Motorola, it's probably worth looking at a MOTOTRBO radio (even if you don't need digital) rather than taking guesses with an eBay special.

You could try eliminating the switch from the equation. Have you tried running the system with just two channels, with the repeaters connected back to back with an Ethernet cross over cable? No, it won't function without a key loaded, and the only way to load a key is using a KVL.
You *could* build a KVL, but you'd require a real one in the first place to reverse engineer the protocol to be able to reimplement the protocol it uses to talk to the radio. So realistically, no.

No, you have to press the secure button to select clear mode, unless the radios were secure strapped. If so, the radio will prevent you from transmitting on that channel at all until you load a key.

You'll need to look inside the radio.
The radio will have lost its keys long ago when it was powered off, there will be nothing in it now. You can normally program the radio as much as you like without losing the keys, but pulling the power will cause it to lose them.

Not really. As long as it's a factory spec radio you can upgrade it for free to the latest anyway; no need for iButtons or anything like that.

FPP is a no-no under ETSI EN 300 113-1 just as it is under FCC rules, so EMEA kit can't have FPP.

Varies from radio to radio.
Some such as the APX will only block wideband on Part 90 frequencies (so amateur, marine, GMRS etc still work as normal), whereas others (most notably MOTOTRBO) need a CPS license key to enable wideband operation.

The IC-7000 control head video out is just plain old composite video. The O3 head speaks its own protocols over CAN bus, and the actual display picture is generated inside the head.

That's correct. The only pairing protocol supported in the APX at the moment is Motorola's proprietary LF-MPP protocol, which is only supported by the Mission Critical PTT pod. Commodity headsets etc won't work with this radio, hopefully it's something they'll have sorted out in a future firmware re...

Icom's P25 radios will all do 2-tone, so it'll partially get you out of trouble.
If budget for new pagers is an issue, you could get some cheap 2-tone capable portable radios instead? The Icom IC-F3001 goes for about $179 and they're actually surprisingly solid radios for the money.

XP Embedded is always fun, because you don't always know what components whoever built the image has left out.

Radios with an Australian codeplug (where Regional Governance field under Radio Information is "ACMA") will do 25KHz channels, and will allow you to program up to 472MHz in UHF1.
