I have tried it in v10 on a Win7 machine. I can see it going through the different personalities and whatnot in the ASTRO25 CPS, but then it just sits there and never finishes. I gave up and haven't tried it on v11+ yet, if I remember I can try tonight.

Is it a smartzone or smartnet system? If it's smartnet and you have the coverage set to smartzone it will do what you describe. Another thing to check would be if it's an analog channel and the voice is set for digital.

You can try throwing in a dummy frequency in a conventional channel. Then setup a scan list for the system you're trying to listen to.
