What type of programmer do you use to program a Mostar? (I would assume some sort of suit case programmer... I didn't find any mention of RSS correlated to them.) Unfortunately for the most part it doesn't go direct to the radio. It needs some sort of interface (kinda like a TNA200) box in between.

Best of the CT/Radius? One of the good 'ol workhorses is the Radius GP300. The main thing that fails in respect to Radius portables is the 2-pin mic jack - GP300, SP50, CP150, CP200, CP125, P1225, CTxxx, PRxxx, etc... they're all plagued with it. Yep, another low-tier product licensed out to BearCom with their own label to boot. They also did the same thing with the Motorola CP125 (aka BC120) and also did up an iCom portable as well.

The EX600 (Minnow series) is basically a compact Waris series radio. I'd personally go with an HT1250 if you don't mind not carrying as small of a radio as the EX is. While the EX works OK, you'll get better audio out of an HT, bigger display, etc...

Yeah $300 is mid-low range for a JT. Some will charge around $425-500 for a nice one, and that isn't uncommon. They've probably got the hands-down best audio for an FPP radio vs. an HT1550 or XTS5000 (I'm not a huge fan of the Astro DSP but it does sound OK, I'm partial to the Jedi series).

The 2180 is a very nice radio, and can also be upgraded to be a field-programmable unit if you so desire and have a full keypad radio. IMO it's more rugged than an MTS2000. It might cost a little more, but it's worth it.
