FAIL 001 indicates VCO out of lock. The radio needs to be realigned first, to see if that's the issue. Otherwise, it's either a hardware failure or someone has forced an incorrect-bandsplit codeplug into that radio.
R06.71 is a weird firmware version... is that the rebandable firmware for 9600 ...

I would say there's an equal chance that your codeplug is corrupt as the hardware is bad. I've seen radios with bad codeplugs do that. At what version firmware does MDC Delay of Silence and PTT ID start working at? For the life of me, I can't get it to work with this radio which has R06.10.02.

That would make sense. I wasn't around when this stuff was being used, so I don't know anything about it.
