Huh, I think I found it. "PTT ID" has to be checked under the "Signaling" tab of the personality. The help text suggests this is used to toggle transmitting a PTT ID, but enabling it caused DOS muting to start working. Now, to really aggravate hams on the local 70cm machine... ;)

It's kind of a stretch for a non-trunked radio, but another possibility is that it somehow got inhibited over the air. Did you try to read it with CPS? I honestly doubt that's the case, but might be a quick thing to rule out before you start taking it apart.
