I haven't noticed much of a performance difference either.
One thing to be keep in mind with the stubby is the reduced bandwidth compared with the whip. The whip is good across the whole UHF band but the stubby is useful for quite a bit less depending on what model you get, eg 440-470.

For the effort involved in converting a Saber, vs the cost, why would you bother? Keeping in mind of course that it loses its type approval when you do such a mod, so you can't use it on the LMR bands anymore anyway.

Yeah, the designers of the T3011 KVLs didn't worry about tamper resistance at all. They probably followed the principle that if someone has physical access to the hardware, the game's up anyway.

Not quite. P25 is a large suite of standards, and not all of them govern what happens over the air interface.
Even referring only to the air interface, P25 provides a lot of air interface services that aren't related to the vocoder at all, e.g. over the air rekeying, call alerts, data transport etc.

If you use the Icom FIPS-compliant DES-OFB or AES, it should be compatible with any other FIPS-compliant unit, which would include Motorola. The only encryption algorithm that causes "inter-brand" problems is DES-XL, which is proprietary to Motorola, and is not often available in other brands ...
