Yes, it is usable as a stand-alone unit. For the backlight on the control unit to work, it is usually hooked to the VIP port of a radio's control head. You will simply have to connect the proper connections to +12VDC and ground. Unfortunately, I don't know which connections to use.

Try putting a regular siren speaker inside a small box, then pack the small box inside a larger box with styrofoam peanuts, or perhaps foam rubber. You might have to "layer" several boxes this way, but you should be able to get the volume down to a "comfortable" level in this way.
