Sounds like either your key set has a bogus ALGID in it, or has an ALGID that the radio does not support (e.g. your keyset has AES and your radio doesn't).

Please list the firmware versions of your radio, the algorithms your radio has in it, and the firmware version of your KVL and the algorithms it is flashed for too.

They will look like KG1: AES256 KG2: DES-OFB etc etc..

Your keyloader and radio have different algos. It will never work.
Whats the flashcode on your radio? Bet its software ADP. If it is the keys are programmed via CPS. You won't need a keyloader with ADP unless its hardware ADP.

Flashcode is 104040-001000-0
What I don't under stand is that the radio was KeyLoad with the same Key loader (KVL3000 Plus) and work OK before we up-grade the radio software (before was CPS R10.00.00) and the encryption work. Now it is CPS R11.01.01 and we got the problem ? It's posible the problem is with the new software version ?

Can you check if you have secure hardware enabled in the codeplug? From your flashcode it appears the radio is not equipped with Software ADP which leads me to believe that it Hardware AD[P and it could be failing if Secure Hardware is not enabled in the codeplug.
