So a fire dept. in my area recently went to a UHF SmartZone system. Do you need a system key to even monitor the system using a radio? I have a Systems Saber that doesn't need to transmit. Anyway to monitor without having to go out and by a trunking scanner?

Second, if you know the system admin, you might be able to have him program it for you. Otherwise, plan on getting a scanner.
I don't mean to sound crass, but if you don't know what you're doing you can cause interference on the system, intentional or not.
