Can one program a Minitor V Pager with 1 Channel that uses Plectron Tones & 1 Channel that uses Motorola Tones?
Is that what "User" is for?

Correct. User allows you to enter any frequency (it'll do some rounding - get as close to the actual frequency as you can and you'll be well within tolerance).
