FYI, looks like they goof'd somewhere for mobiles on 19.x and they released 19.6 for mobiles only...

Abstract: “Maintenance Mode” failure at power-up on Mobiles
System Platforms Affected: Any
Special Configurations: N/A
User Symptom: XTL5000, 2500, 1500, and PM1500 shipped during the window of February
2012 through April 2013 will occasionally power up in “Maintenance Mode” and be
unresponsive to further inputs until power cycled. This issue occurs only on
mobiles, only at power-up, and is more likely to occur when the product is operated
at cold temperatures.
Description: This HW/SW incompatibility issue has been resolved.
