Programming questions trunked APCO25

I have a xts3000 model III uhf High split, I noticed radioreferance posted some of the trunked system that I was interested in program into , here's the info

what i don't understand is Base Frequency , (is that the failsoft Freq or something , and offset?? what ever that is

I need to know where exactly do i put that info into the xts3000

I know the control channels are , all I need to know is what the base and the offset means , i program this radio with CPS

IF you are authorized on the system, then the admin can assist with programming the radio. If not then sell the radio and buy a scanner.
