Conventional Channel Concern

I programmed my APX7000 with our local weather channel of 162.550. When I select the channel to monitor, I see a BUSY LED light, but I hear nothing through the speaker until I push the PTT button. What is the likely culprit? I know I need to check or un-check a box, but I am at a loss for which one. It is programmed as carrier squelch.

Under Conventional Personality, what is the unmute/mute type set to?

Is the radio programmed to narrowband? Weather is typically wideband. The over modulation may be muting the radio.
