I suggest rolling your own since what everyone else has is likely customized for their needs. It is a pain in the but it can be done.
Start by using www.fromtexttospeech.com to create MP3 files, then download and use Goldwave (free) to convert to the proper WAV format that the CPS will recognize. Then you can convert to MVA and import into your codeplug.

I use http://www.wizzardsoftware.com/text-to-speech-sdk.php and Audacity to convert to 8k WAV. This site can natively generate 8k WAV but the volume is quieter than generating a 16k file and resampling to 8.

There are also some good hints in this thread on pulling wav/mp3 files from the browser rather than trying to use a virtual audio cable or other software method to capture them as they play in the browser. Makes the process far less painless.
