O3 Control Head issue

I have had a few O3 heads laying around that had issues so couple of months ago I went through and tried to test what was good/bad and ordered some parts from Moto. Essentially what I have is three know good front housing kits that all test good when used with a know working rear half. What I ordered from Moto were three new main boards (the rear board) and all three boards are doing the same thing. The green light comes on, the display lights up with a white background and nothing more. On and APX radio it just sits there, on an XTL radio it powers off after about sixty seconds. Anyone encountered this before or can tell me what I am missing?
