Does anyone know if a high split APX7000 can be hex edited like the Astro Sabers and others to go down into the 440 ham band

No APX radio can go out of band. The software can be hex edited to accept frequencies outside the rated bandsplits like other CPS versions, but the radio firmware will reject any OOB frequency that is programmed in to it.
