It has been stated here in the past that you can order/upgrade a quantar to do mixed mode operation ($75+/-) option.
We are going to be ordering our final equipment shortly for our digital upgrade. Conventional system.
Will having mixed mode operation allow outside agencies to talk into our quantar in analog? If we need to talk back to them, can we do this in an analog mode? Is this on a per transmission basis or can we assign a button on a CCGE console to switch between analog/digital?
I would like to have our existing outside PD's being able to contact us or an officer directly (if possible) on our radio system, as none of the other 3 agenices have digital radios, and they are not buying any, anytime soon. There are alternate means of communications however I would like to try to keep the norm as much as possible.

Well, the Astro system can be set up several ways. Will your Quantar be a base or a repeater? Is it going to be connected to the console through a DIU3000 to a ACIM or are you going to be talking to the repeater with a control station?

The quantars (1 main, 1 backup) will be repeaters, connected to a DIU3000 and Centracom Gold Elite consoles as it stands now.
We have to meet with our M sales guy shortly, so I want to go in with the right stuff since...well...he's a sales guy and isn't on top of the tech stuff.
Next question is....will the system translate our digital users to analog should another PD need to talk with us or will it require user intervention...either dispatcher, officer or both.

I am wondering the same thing. If you are using lets say for example a UHF quantar repeater with the capability of ASTRO will it work similar to a secure equipped MSF5000 (in mixed mode)
If you throw a analog signal at it it will pass.
And if you throw a secure signal it will pass without the users with analog only radios knowing anything is happening.

If a digital radio is TX in the digital mode, the Quantar will automatically repeat it in the IMBE mode. Therefore, an officer with an analog only FM radio will not hear that IMBE TX from the Quantar. However, if someone with an analog FM radio TX in the FM mode, the Quantar will repeat it in the analog FM mode, so that an FM radio will be able to RX it, or an IMBE radio programmed in mixed mode.
The dispatcher can TX back in analog or IMBE, on a per TX basis, their choice. They can manually select, on-the-fly, either analog or digital voice transmit mode via a console button, or they can set the DIU to operate in the Slaved Mode. In the latter case, the DIU will determine, and then real-time track, the mode of the incoming voice, and it will TX back in the same mode (e.g., either FM or IMBE).
I think you were asking if someone can TX in IMBE, and yet have the Quantar repeat it in FM. The answer is No. Don't forget that there is NO VOCODER in the Quantar (this was a Quantar design decision early on, since it was costly enough without adding DVSI's pricey IMBE VOCODER). The DVSI IMBE VOCODER is located in the DIU3000, which is normally colocated at, or nearby, the analog console equipment. The DIU handles the D/A and A/D functions, as well as any encryption/decryption functions (as requirted).
