Need someone to repair XTS3000 UHF

A customer has a "bricked" XTS3000 UHF lo, with a bad code plug. I was looking for someone qualified to do the repair. ( I don't even programm them).

I guess the question is can the CPS/RSS communicate to the radio?

Depends on how bad the radio is. If you can communicate to it (tries to read but says corrupted) then it should be able to be recovered. If you can't even establish communications then no software will recover it.
