Gold Elite question

Tough question; I've got a friend in another jurisdiction who dropped a couple questions on me regarding Centracom Gold Elite, but I had to tell him I'm ignorant. He's trying to double check what he's been told by those who are 'supposed' to know. Anyone here can PM me & I can ask the questions in confidence?
