Off the top of my head (don't have my references with me) the radio is programmed for secure, but there is no secure module in it. I am sure someone will validate this.

What radios do you own?: Disney FRS

Yup 09/10 either means:

You have a secure module in the radio, and it's not working
-or-
You don't have a secure module in the radio, and you have secure enabled in the RSS/CPS.

To correct, add a good secure module, or disable secure in the codeplug.
