Astro Saber scanning

I am trying to figure out the scan options in the Astro Saber RSS (04.01.00) because the scan feature is not working the way I want it to. For instance, radio is in scan and stops on any channel with activity, correct pl or improper pl......I have been through the scan fields in the RSS and tried a few different options, but everything looks correct. It is probably a field that I have set wrong. Any help is appreciated.
