AT is a prefix for Motorola Australia's model etc numbers, e.g ATT34... for a SYNTRX Plus remote mount radio.
SA Police were fairly big users of DVP (non-XL), so that might be what the encryption option was.
I'm guessing the SP303 is at least partly related to the engraving on the front of the radio. The front of the radio is engraved with "POLICE", followed by the asset number, filled in with blue paint, right below the keypad.
