Can Impaired Vcoon be read? How to know ???

Can Impaired Vcoon be read? How to know ???

Just received an Astro Spectra PLUS 800MHz which, when powered up. gives me
only the Red and Amber lights, then a blank screen. There is no cycling up and
down, no " SELF CHK ", no audio ( beep, bonk, etc. ). No FAIL or any other messages.

This radio worked fine after swapping Vocon boards with a known good radio.
The known good radio then displayed same behavior as the defective one had.

So it appears that the Vocon must be the problem. My question is whether
an impaired Vocon would behave this way.

Definitely impaired. I think you're looking for inhibited - I haven't witnessed that behavior on an AS+, but the symptoms sound right.

Inhibited is the very word, thank you. Perhaps, I am "impaired" by this vexing radio.
Being a 9600 trunking 800 A/S PLUS, it seems like a good candidate to get inhibited
for affiliating without an invitation. I have had two identical Astro Spectra Plus 800 models
previously. They can be a tad fussy, but I've never had one that was inhibited so I'm at a loss
(literally and figuratively).

Can an inhibited radio be read by the CPS or does it behave this way: Briefly lighted Red and Amber,
but nothing at all thereafter. Powering up and down brings the same result.

Chances of finding a replacement Vocon seem quite remote.

Any thoughts, guesses much appreciated.

Yes and the CPS will pop up a warning window too, telling you the radio has been inhibited and can only be restored from the dispatch console or from the depot.

Depending on what the radio was last written/programmed with, you may be able to uninhibit it yourself with regular rss/cps, the early stuff would allow you to uninhibit with just a read/write operation.
