HT1000 Busy Light

Hello, I have a UHF HT1000 setup for 70cm. I cannot seem to get the busy light to work on active channels. I have it set in the RSS to show Busy/Low battery. I thought maybe the LED on the green portion wasn't working but when I first turn the radio on the gree indicator shows up briefly.

On my JT1000s, the LED only blinks when receiving on a PL/DPL enabled channel. For any that are programmed as CSQ for RX, it doesn't blink. I can go dig out an HT1000 and try it but I believe they function the same since they're of the same family.
