Xts 2500 VHF trunking programming

I have a vhf xts 2500 I'm trying to do trunking on for a state system in which I work for. But it's asking for the tx and rx frequencies. How do I program this radio?

Take it to a system administrator and have them program it. I wouldn't suggest anything else.
