Just been released. Only two neat features are the ability to import/export data in CSV format, and being able to designate buttons on the control head to allow for direct channel/zone entry. They still have not increased the scan channel list as has been rumored.

I haven't seen or played yet - but I believe you can only import the phone book in CSV format - I believe you can export the rest of the stuff.
Maybe soon the day will come where you can use ODBC based server with all your radio personalities, and all you have to do is update them in one location and let them trickle down to the workstations. That would be kinda cool.
Also - Writing to your radio with CPS V3, it WILL NOT allow it to be read back into RSS.

Please be aware that DOS RSS is no longer supported. Once the radio is
programmed by this version of the CPS, DOS RSS will no longer read the radio.
Enhancements in this Release:
-----------------------------
- The Launch Current Record feature allows you to launch the currently
selected CPS record from certain CPS fields. This is a shortcut
allowing you to easily view settings of this record when deciding to
select the record for the current field. As an example, when selecting
a Scan List for a certain Conventional Personality, from the Conventional
Personality, Scan List Page, right-click on the Scan List Selection
field. From the short-cut menu, select "Launch This Record." The Scan
List Window is opened and the record currently displayed in the field is
presented on top.
- The Frequency Offset feature allows you to specify an offset for
Conventional and/or Trunking OBT ASTRO 25 frequencies such that
the Transmit Frequency will automatically be set at this offset
from the Receive Frequency that is entered for a channel. Offsets
are specified on the View -> Options window, Frequency Options tab.
- The Show Alias for Selection feature enables the CPS to display the CPS
defined Alias (when it exists) for certain CPS field selections that are
pointing to other CPS records (e.g., the Trunking Personality, General
tab, System & ID field). This feature can be enabled on the View ->
Options window, Advanced Options tab.
- The Export/Import feature allows you to export the values of fields
to an industry-standard .csv (comma delimited) file that can be read
into other applications such as Microsoft Excel. At the current time,
only Phone Lists can be Imported back into the CPS from a .csv file.
- Saving Invalid Archives allows you to save a codeplug that has unresolved
invalid fields to a file with the extension ".inv," which can be read
back into the CPS at a later time to resolve the invalid fields and
complete codeplug setup. Invalid (.inv) files cannot be written to a
radio; they must be read into the CPS and all invalidities must be
resolved prior to programming. Certain fields cannot be saved when
invalid, and the CPS will not allow you to save a .inv file until these
fields have been resolved. Fields that cannot be saved when invalid will
be denoted by a red dot next to the field name in the Invalid Fields
dialog. Please see the Known Issues section below for information on
unresolved issues with this feature.

enables the radio to operate as a dedicated Radio Frequency (RF) Modem for
monitoring ASTRO 25 digital conventional control signaling.

Nothing says you HAVE to use the latest version. If the current version does what you want it to do and still allows you to program with RSS (if that is what you want to be able to do) then leave it be. If it isn't broken don't fix it.
To be honest it doesn't look like there are too many really nice features that are now available with the newest version. Yeah the csv style is nice for saving the information that you are inputing but you can only bring in the phone lists by the way it seems.
If you don't need to upgrade then don't.
