Does any ASTRo SABER III Expert could tell one where I can download the program manual for I need to reprogramming my Astro Saber III and Saber III ?

The short answer to your question is that you probably can't. Manuals from Motorola do not cost all that much anyway.
There is an eBay seller who calls himself "Voyager" who runs private auctions in which he sells Motorola manuals. You could try e-mailing him via eBay to see if he has what you want.
