IFR 1600S

Hello to all here my name is Mechiel from South Africa.
I can get my hands on a IFR 1600S for about $1200.00 the only problem according to owner is the power supply is faulty.
He says it was not used a long time then when switched on it smoked he opened it up and says a cap is gone and look like a regulating unit.
Do anybody now about this problem with the IFR or can give me more advice. I can help myself a bit with electronics should I take the change.
