Vertex VXR-7000 Repeater

Looking for someone with Tech Experience with these. I have 5 of these in UHF. I only know there are several versions because I have replaced a few PA transistors. I prefer the 2 PA board types only because simple to replace the AU93 and capacitor.
1. How is an alignment done when the RX and TX board is covered with the control board is on top?
2. I have a nagging condition with one of them. As soon as it is powered on the TX board transmits a signal and all radios mobiles, portables receive lights are flashing indicating a receive. Only one repeater does this so it must be a problem but what needs to be replaced? A earlier post suggested an ocilator crystal?
