No LOW TX power on CDM 1250 LDMOS mobile

Hello!

I have a CDM1250 with the LDMOS PA that puts out 50 watts on HIGH but won't put out any measurable power on the LOW setting. When transmiting on LOW the needle on my watt meter will rise slightly and then drop to zero. There is a strong enough signal for a nearby radio to pick up, but not strong enough to register on the 0-2W range of the meter.

Does anyone have an idea as to what might cause this?
