How do you program an HT1000 to scan?

If you're talking about thru RSS you'll need to set up a scan list and enable the feature on each channel. If you're talking about field programming it needs to be a B revision or better radio and the side buttons are set for the function thru RSS.

Scan is set-up with the RSS.
You make a list or you have a
user list like in the Visar.
