VSELP An Option to Go to?

Ok,
With the recent release of the apco 25 scanner by uniden I have overheard conversation that a certain LE agency is considering going to VSELP to avoid being scanned.

I understand that (VSELP) was Moto's 1st generation astro and that there have been flashes and a migration to APCO/IMBE.

Why would an agency do that? Revert from current APCO to VSELP? Isnt it like taking a step backwards? just to avoid being 'scanned'? Sounds pretty weird.

Thoughts?

Why would they? Because secure upgrade of their radios could cost upwards of $1000 per radio for parts & labor!

Probably not a good idea though, since Motorola has announced cancellation of all VSELP products!

It's a dumb idea, really. All the LE agency has to do is use encryption and nobody will be able to scan them. There is no audio degradation using encryption in Astro digital mode like there is in analog mode, which perhaps they don't realize.
VSELP is yesterdays technology, which Motorola will soon no longer support. Actually, I'd be surprised if Motorola would even sell an entire VSELP system anymore because of that. Although they seem to do anything if you pay them enough.

It probably wouldn't any cheaper to convert to VSELP, either.
