i have my astro saber III and it's pl deviation volume is not high enough, hiw is pl deviation adjusted on the ASIII?

well heres the situation. we have a local repeater that passes tones above 192.8. so we have all our regular motorola radios and ham radios running a high pl, all decode eachother the AS3 that i have and the AS3 that my friend have, will not decode a pl on the repeater and the other motorola radios wont open thier squelch. i get the same thing when i crank down the TX pl deviation on my mx360, other radios wont open thier squelch until i crank up the pl deviation on the mx transmit.
summary.
AS3 willnot decode any other radio with the same pl on the repeater (i have verified it is transmitting correct pl.)
AS3 will not decode the other AS3 on the repeater.
other radios will not decode AS3 pl on repeater.
please dont get wrapped up in the system of radios and the repeater, it simply takes pl volume to get the repeater to pass a tone. the repeater is a CSQ repeater. that passes tones above 192.8.
i need to know how to raise the pl tone volume (deviation) that will solve my problem.
any help wpuld be helpful
