You don't need the connect tone.
As for the system ID, that can be harvested off the air with a simple data slicer interface, a radio with a discriminator output tuned to the active control channel, and the installation of MTrunk software on a PC. Available via trunkedradio.net .
Be warned, it is very difficult to use MOST Motorola radios as "safe" (completely non-transmitting) scanners on Motorola trunked systems.
It's virtually impossible if the system is a SmartZone system.
Well, there IS a way, but you have to have an Astro portable for it to work.
In essence, you create more than 16 personalities per zone, with the trunked personalities occupying channel positions 17 and above. So you can't turn the knob and get to them since the knob has only 16 positions.
But, you CAN put those personalities into a scan list assigned to any of the first sixteen personalities that you can access via the channel knob.
When doing this, don't add in the 'chan' menu option, and then there's no way for anyone to put the radio on the trunked groups directly, so it'd be impossible to make the radio transmit into those systems.
Use caution. Unless you do it like this, and do it carefully, the radio may become known to the system administrators and then you could be staring at criminal charges.

Elroy,
I may be wrong here but, there is an option in software called System affiliation. I believe its in most software (I know on the XTS/Astro Saber/Maxtrac/ etc.). You can set this to either automatic or On-PTT.

A Smartnet system allows PTT or Automatic affilation, a SmartZone system REQUIRES (at least on the Astro line) Automatic affialtion. So the minute you scan or change the channel to a SmartZone system, the radio will affilate. There is no choice for that in the RSS.
System ID: A unique hex number given to a trunking system
System Key: A software file needed by RSS to program any trunking information. The file is specific to only one system. If you need to program 3 systems, you need 3 system keys with the proper system ID in them to access the programming screen.

I had a similar problem programming my xts3000 last year, Bucks County PA. Shaun helped me out with it. You don't affiliate and you can program the radio with tx inhibit. Even though you'll be monitoring a smartzone system, set your portable to WAC AMS, not smartzone. Do a search on the board, I know there's more detailed info.
Goof luck,
