If I have an analog repeater with DESXL on it.

Can NON astro radios AND astro radios both communicate on it if they're using DESXL?

OR can ONLY astro to astro radios talk?

An Astro radio CAN talk secure to a secure analog radios as long as the following conditions are met:

Astro radio is set-up for conventional, analog only on the frequency being used.

Both radios have the same format (DES or DES-XL in your case) and same key.

That should do it for you.
